Mobile Communications Centers Help Public Safety Agencies Link Up

Explore the cases of three counties that invested in command vehicles to unite channels for police, fire and others.

In February 2017, while rock climbing along the steep waterfalls at Poestenkill Gorge in Troy, N.Y., a hiker lost his footing and went missing in the ponds below.

As various state and local agencies converged, the Rensselaer County Bureau of Public Safety arrived on the scene with its mobile communications center. The state’s police dive team and forest rangers set up operations in the front of the vehicle, while police kept the victim’s family warm and apprised of the search’s progress in the back. The hiker ultimately did not survive the fall, but the upgraded mobile communications center supported seamless communication between the responding agencies.

Rensselaer County bought an RV in 2007 and equipped it with basic radio equipment, but the agency has spent the past two years updating the vehicle’s technology to provide first responders with a full-service, modern operations center: notebook computers, a server, a Ruckus wireless network, indoor and outdoor access points with a mile-plus range, Motorola multiband radios, InFocus Mondopad collaboration systems, GoPro wearable cameras and Pelco security cameras that can extend 35 feet into the air and pan, tilt and zoom.

“My goal was to have all types of communication, so we could be connected no matter where we were,” explains Todd Smith, senior communications officer and mobile communications center coordinator for the Rensselaer County Bureau of Public Safety.

Whether responding to a school shooting, providing relief efforts during a hurricane or coordinating security for a festival, public safety agencies increasingly turn to mobile communications vehicles for rapid, on-scene access to the mission-critical technology resources they need to take charge of situations.

Mobile communications centers like Rensselaer County’s prove particularly valuable because they’re jurisdiction agnostic, providing standard tools for the flow of information across agencies, says Alison Brooks, research director of the Smart Cities Strategies program and public safety at IDC. Plus, considering the economics of policing, “any way that you can share resources can be of interest on a regional level,” she adds.

Rensselaer County, N.Y., Gets Live Video Feeds for Public Safety

Last year, during a New York Capital District hazardous materials training, one of the participating counties flew thermal imaging drones above the Watervliet Arsenal, which has produced artillery and tanks since the War of 1812.

On the ground, training participants watched video from the drones on the two Mondopad screens in Rensselaer County’s mobile center. 

“For the past year, we’ve been banging our heads against the wall trying to figure out some way of getting multiple video sources and being able to stream them back to where we want to have control,” Smith explains.

It’s been difficult to transmit live video feeds in real time without losing video quality. Smith explained the goal to his CDW•G account representative, who suggested piloting the MissionCaster mobile video encoder, which broadcasts live video in various formats from the cloud. “They’ve been working with us on taking what has been in our heads and bringing it to fruition,” Smith says of CDW•G.

The county is also working with CDW•G to use drones.

In Rensselaer County, New York, the Department of Public Safety operates a mobile command center that provides a central communications hub for first responders rushing to a scene. The county recently tested the vehicle’s capabilities during active shooter drills, empowering interoperability between police, fire, EMS and others.

Inside the vehicle, on-scene commanders or representatives from each participating agency take a seat at a desk, where they have access to computer and radio resources. Responders can speak directly to their agencies or to their colleagues in other agencies using the mobile center’s equipment.

Using the communications network of the mobile center, first responders can use laptops to access the internet and to find information that will help them on the scene. The fully loaded Lenovo ThinkPads feature mission-critical software and have broadband access.

Vital networking gear in the mobile command center connects radios and laptops through Panasonic and Ruckus hardware, serving as a conduit for broadband and an exchange for radio communications. Switches, routers and storage sit on a specially installed rack in a recessed enclosure.

The mobile command center can send out a drone, perched here behind a bank of radios, to gather video surveillance of the surrounding area to more accurately pinpoint a threat. Again, maintaining a strong network is key to providing bandwidth for streaming video.

In addition to video from a drone, Rensselaer County personnel can watch a video feed from a Pelco security camera that can extend 35 feet into the air and pan, tilt and zoom in up to a mile. Obtaining this live video feed and sharing it with first responders across the area provides a critical boost to situational awareness.

During and after the scene, public safety officers can gather around an InFocus Mondopad screen mounted inside the mobile center to observe and analyze the situation in real time. The Mondopad provides first responders with collaboration tools that pool their collective knowledge and experience to bring any emergency to the safest conclusion possible.

“They would have been helpful at the gorge, where a line of trees made it hard for a state police helicopter to get a good view of the canal,” Smith says. The Albany County Sheriff’s Department lent a drone to the effort, but the county could have used one throughout the full search.

Drones would have also been useful during an active shooter drill at Troy High School this spring, to view the perimeter of the school from the sky or even to fly inside the school, Smith says.

During the drill, the school trained cameras on its outside doors, feeding live video to the 911 communications center. The county also equipped the shooter with GoPro cameras, allowing the team to review the scene from his perspective.

“It was a good education,” Smith says regarding the grim experience of watching the video stream remotely.

Washington County, Md., Preps for All-Hazards Emergency Response

After the Sept. 11, 2001, terrorist attacks, the Washington County, Md., emergency services division purchased a trailer with radios to accommodate public safety agencies on disparate radio bands.

While the vehicle housed radios with different formats, they were fixed systems with no flexibility. The vehicle also was missing other technologies that could prove useful in the field, such as video and internet capabilities, and it had to be towed to incidents. In 2014, the county replaced the unit with a new, 43-foot mobile communications center.

“We wanted a truck that would enable anyone to come in, log in to the system as if they were sitting in their office and work collectively on an incident,” says Kevin Lewis, director of training and quality control for the Washington County Division of Emergency Services.

The county sought to equip the mobile center with hardware and software to support other agencies, such as public works or environmental management, and to back up its emergency communications center.

“It allows us to take an all-hazards approach to emergency response,” Lewis says.

The upgraded mobile communications center now boasts computers, a secure network, connectivity via broadband or satellite to the county network, internal and external Wi-Fi access points, both IP-based and fixed phone systems, televisions with videoconferencing capabilities inside and outside the truck, a network printer, a 46-foot mast with an HD camera and an onboard power generation system.

“The vehicle helps us facilitate unified command,” Lewis says. “Law enforcement, fire, EMS, public education, county officials — we can bring all of those individuals to one location so they can help strategize or mediate an incident or event more efficiently.”

Mercer County, Pa., Enables Remote Communication 

The Mercer County Department of Public Safety deployed its mobile communications center while working on a homicide investigation with the Pennsylvania State Police. The unit helped the multijurisdiction investigators conduct research, locate nearby property owners and print warrants, all without leaving the scene.

“If they didn’t have the truck, they would have been driving 20 miles back and forth between their offices and the scene,” says John Nicklin, deputy director of the public safety department.

Communication was the county’s top priority when equipping the vehicle, Nicklin says. It offers satellite capability for areas without adequate cellular coverage, along with a Cisco IP phone system that can accommodate as many phones as necessary.

“It’s scalable for the size of the incident,” he says.

The vehicle also has an interoperable gateway that connects radios with different formats.

“If department A couldn’t talk to department C, we could patch those channels together and let them talk with each other,” Nicklin explains.

Officers can use a virtual private network over PC notebook computers to access the county’s computer-aided dispatch system and respond to 911 calls. The vehicle has three televisions, a satellite TV receiver and a mast with a Sony camera that can broadcast video from the incident to the TVs inside. 

“It’s just night and day from anything we had before,” Nicklin says.
