How Cities Are Putting AI to Work

Municipalities have options for activating artificial intelligence solutions within their communities.

As CEO and executive director of the National League of Cities, I have the privilege of working closely with thousands of local leaders from cities, towns and villages across the country, hearing their hopes and concerns about the biggest issues impacting their municipalities. 

Without a doubt, the recent accelerated use of artificial intelligence is one of the topics my colleagues discuss most frequently. AI offers opportunities and challenges. It’s not just a passing trend; its influence on how we live and govern will only grow in the years to come. Recognizing that, NLC launched a yearlong journey to examine the ways AI can play a valuable role in local government.

During the past year, NLC has partnered with Google to create an AI Advisory Committee consisting of community leaders from across the country. Over the course of that journey, we learned key takeaways about AI in cities, the actionable steps local leaders can take to get ready for it now and the direction we are headed next.

How Cities Are Already Using AI

AI is complex, but city officials don’t need experts in the technology to use it to govern. Instead, they must focus on becoming trusted and informed AI users.

Many cities have been using AI for years to assist with data management, analysis and decision-making. Recent advancements in generative AI present new opportunities for innovation and creativity, enhancing communication efforts and improving public engagement.  

Cities are among the early adopters of generative AI in government. At the same time, many communities are developing safeguards to ensure AI-driven decisions are ethical, transparent and responsible. Proactive approaches can help mitigate potential risks, such as bias and privacy issues, while maximizing AI’s benefits.

What Cities Can Do With AI Now

Cities don’t have to start from scratch when it comes to implementing AI-based solutions. NLC has developed a report on AI in cities and a related toolkit to provide local governments with a roadmap. Our report focuses on how municipalities can harness the power of AI to enhance public services and improve residents’ quality of life by learning from their experiences.

For instance, our report highlights case studies in which AI has been used to improve public infrastructure management, enhance civic engagement, and tackle challenges such as traffic congestion and water system maintenance. These examples provide a foundation for informed decision-making about AI adoption.

Building partnerships is another crucial step. While cities may not develop AI tools themselves, they can collaborate with technology providers, academic institutions and other stakeholders to bring in technical expertise. Equally important is engaging with community members to ensure solutions are grounded in lived experiences.

Our toolkit provides practical resources to support cities as they consider where AI fits into their plans. It includes guidance for assessing staff AI use, developing guidelines and providing staff training. It also emphasizes the importance of clear communication with the public about what AI is and how it’s being used.

How AI Can Make a Difference for Cities 

Education will be a cornerstone of the future of AI in cities. Equipping local leaders, staff and residents with the knowledge to navigate AI responsibly is essential. This includes demystifying AI technologies and fostering a shared understanding of their limitations.

Cities must also elevate themselves as an indispensable voice in national policy discussions. Early adopters of AI policies in local government have valuable insights to offer our federal partners. Similarly, AI tool developers must consider municipalities’ unique needs to ensure solutions are practical, ethical and effective. 

Finally, NLC is committed to encouraging responsible innovation and experimentation concerning the use of AI in cities. Our local leaders know that a transparent process and outcomes are crucial to the successful integration of any new technology into city services. While AI expands our capabilities, we must focus on our common public mission as local leaders: serving the people in our communities.
