A new Government Technology paper, sponsored by Amazon Web Services, highlights how Pennsylvania agencies are using cloud platforms, artificial intelligence and incremental modernization strategies to improve service delivery, strengthen operations and position themselves for future innovation.

The report points to efforts underway at organizations including the Pennsylvania Department of Transportation and Allegheny County, where technology leaders are focusing on practical use cases that deliver measurable outcomes rather than pursuing large-scale technology overhauls all at once.

“Every CIO should have a roadmap and recognize that people will come into it at different junctures,” says Alan Shark, senior fellow at the Center for Digital Government and associate professor at George Mason University’s Schar School of Policy and Government.

The paper argues that successful modernization efforts begin with a clear strategy focused on organizational priorities and constituent outcomes. Agencies should identify projects that deliver the greatest impact, align technology investments with business goals and build momentum through incremental improvements rather than attempting a single large-scale transformation.

Modernization Efforts Deliver Early Results

According to the report, PennDOT is modernizing its vehicle registration systems by redeveloping the application process as a cloud-based experience. The multiyear effort is designed to improve a service that touches millions of Pennsylvanians while creating a foundation for future innovation.

Meanwhile, the Allegheny County Department of Human Services is working to standardize its cloud environment and improve the digital employee experience. The county has introduced generative AI tools to help call center employees manage reports and improve service delivery.

The report suggests that these projects illustrate how agencies can combine cloud modernization with emerging AI capabilities to address operational challenges while delivering better constituent experiences.
